The Ethics and Anti-Corruption Commission (EACC) has arrested the Deputy Clerk and Director of Finance and Accounts at the Nyamira County Assembly, Leonard Kevin Nyamasege, over alleged procurement irregularities in the award of a construction tender worth more than KSh30 million.
According to EACC, investigations found that a tender for the construction of an office block at the Nyamira County Assembly was allegedly awarded irregularly to Jetta Builders Ltd, despite the company not being the lowest evaluated bidder.
The commission alleges that the procurement process resulted in an undue financial benefit of KSh30,187,396 to the contractor.
Following the completion of investigations, EACC forwarded the inquiry file to the Director of Public Prosecutions (DPP), who approved the prosecution of Nyamasege alongside five other suspects.
The accused are expected to face charges including abuse of office, willful failure to comply with laws relating to the management of public funds, and negligence of official duty.
Nyamasege was arrested on Tuesday and presented before Nyamira Law Courts. However, plea-taking was postponed after his lawyer informed the court that the High Court in Kisumu had issued orders staying his arrest and arraignment pending the hearing and determination of a petition filed before the court.
According to EACC, the stay orders had not been served on the commission at the time of the arrest.
The case is scheduled for mention on July 28, 2026, for further directions.
The arrest comes weeks after EACC apprehended Nyamira County Assembly Clerk Duke Simeon Onyari on June 3, 2026, in connection with the same investigation. The commission says it is pursuing the remaining suspects named in the case.
EACC reiterated its commitment to protecting public resources and ensuring accountability, saying it will continue pursuing individuals implicated in corruption and economic crimes
